Frank Giglio helplessly huddled beneath a tree as rain started to drizzle down on the morning of December 9, 2008. With unmarked manned police cars stationed curb side on both the North and South bound lanes of West 14th Street, Frank could do nothing more than shiver in the wet old and watch as his home was ravaged by the long arm of the law.
