What would be wrong with actually accommodating these persons and installing open air bunk beds or cots along the sidewalk? At least bunks would provide more comfortable accommodations and a better day's rest for those who don't want to be in a shelter.
And to see this fellow on a cot, rather than on the concrete, would make every passerby (including me) feel better about themselves. And that will help improve our civic space.
What's the message now in Downtown Cleveland?
How will we show our humanity?
