What constitutes graffiti?
Here is a concrete wall covered with someone's idea of what is appropriate next to a playground.
Is it graffiti? I don’t see any Latino ethnicity expressed here - so does that remove it from the realm of graffiti? No political message here - so no graffiti?
But I'll wager there was no sign permit either - so is this bootlegged nursery story illegitimate?
