The port's vote followed an 11th-hour appeal at the board meeting by two residents critical of the port's role in the move.
One of them, Angela Schmitt, 27, of Lakewood, said Eaton's move typifies the suburban sprawl and "continued abandonment" that drains wealth and taxes from core cities. The fate of suburbs like Beachwood is tied to Cleveland's health, Schmitt said.
Schmitt presented a petition signed by 99 residents troubled by or opposed to the move.
Port officials noted that they have helped finance dozens of deals in and outside the city in a bid to strengthen the region.
