2267 West 30th Street, Cleveland, Ohio The above property, located at 2267 West 30th Street, was a "gift' from the Cuyahoga County Land Bank to North West Mechanical Inc. On January 11, 2013, the county's land bank "gave" the property to NW Mechanical . On January 22, 2013, NW Mechanical sold the property to out-of-state investor MSB Compliance Solution- located in Nevada- for $27,900. (County Fiscal Office records show that the sale was attempted to be marked as "gift)
18801 Rockland Avenue, Cleveland, Ohio
On February 7, 2012, the Cuyahoga County Land Bank gave the property located at 18801 Rockland Avenue to Northwest Mechanical. On February 7, 2012 (same date) , North West Mechanical sold the property for $64,400. Despite the following complaint filed with the Cuyahoga County Fiscal Office mentioning the sale price of $5,000 per house, no record of this sale price was found in the county fiscal office. Regah Real Estate has been wheeling and dealing with Cuyahoga County property for awhile now. Lots of HUD, Land Bank, Slavic Village property transfers to Regah Real Estate from 2008 to present. Property transfered from land bank, HUD, etc., to Regah Real Estate and then transferred to Cleveland Bricks. Avery Hager is the Chairman for the Regah Group. Obviously related to Jason Hager of Cleveland Bricks. Why the preferential treatment to Regah Real Estate and Cleveland Bricks with county taxpayer property? Why is the county land bank , HUD, and community development groups basically giving away property to these people and excluding others?

I still want to know where the $10,000 went that was wired as a deposit when county records reflect a $0 sale price. Why did the upset LLC owner speak to Ms. Whitaker from the county land bank regarding the transfer of $10,000 when the county land bank gave the property to Northwest Mechanical for $0 ? I reviewed the transfer history and the actual recorded deed for 18801 Rockland and 4487 West 119th Street- properties in which the LLC owner details wiring $5000 per house as a deposit. The Screw Jobs received houses from the county land bank and from community organization groups even though the Screw Jobs owed nearly $10,000 in delinquent property taxes.
One of the Screw Jobs property received from the Cuyahoga County Land Bank sold within two hours of the land bank transfer for a profit of over $50,000.

Indy County Land Bank is hot news. Sounds like Indy Land Bank has the same exact issues as Cuyahoga County Land Bank.
Giving away property to the select few and problems with demolishing everything in sight:
For-profit investors interested in purchasing real estate from the Land Bank must ask the city treasurer to include the property in a sealed-bid auction, and the auction price must meet or exceed a property appraisal, while nonprofit purchasers may bypass the auction process, purchasing real estate for a price between $1,000 and $2,500 per parcel, regardless of the appraised value of the property.
"As advocates tried to worth with the Abandoned Housing Initiative/Indy Land Bank to get properties off of the demolition list because we had good reason to believe we had buyers for those properties, what I heard from Reggie Walton was, 'No one wants those properties,'" Zeigler said. "I knew that wasn't true. I sent more than one person who was seriously interested in and capable of purchasing a single property off the list to him and typically what I heard time and time again from those people was that they could not get a returned phone call or email back from him even after leaving several messages, or if they got a response, it was that it was too late to save the property."

Thorough scrubbing of Cuyahoga County Land Bank
I spent several months and lots of hours digging thru county land bank records.
I consider myself pretty much up-to-date with my research, so any further research on new land bank transfers of properties only takes a couple minutes.
I check their records several times a week, and I will catch and report every suspicious transfer that I find. Just like the above land bank property transfer - that I discovered on the SAME DAY in which it transfered.
It literally takes me about two minutes to perform a search of new property transfers.
Almost all of the LLCs which are receiving county taxpayer's property are ALL CONNECTED to each other.
They use the same agent, same addresses, and meet up in coffee shops discussing their next move.
Taxpayers should not be supporting these Screw Jobs.
I work hard for my money and pay lots of taxes. I don't want my tax money given to some fucking screw jobs.

Thank you for coverage of the dysfunctional 311 service in the City of Cleveland. I am not surprised that Tony Brancatelli didn't mention that he is the Chair of the County Land Bank charged with demolishing and securing vacant and abandoned properties in Cleveland. You might ask him what are his priorities? He and the CDC he funds had no trouble flipping a property in his ward 12 on the WEST side of Cleveland, where there is still a market for rentals. It was awfully nice of the Land Bank to swoop in on 3905 W. 20 - wite out 13K in taxes and then transfer to Detroit Shoreway Development Corporation, which ON THE SAME DAY transferred to Adrume Yeka. For some reason, the motives of the Land Bank are not scrutinized or investigated. This is one story - there is also the dangerous situation presented by the vacant YMCA building. Please put Tony on camera and ask him to explain these "deals."

Frank. Here's the difference between me and you. You endorsed Ron O'Leary for housing court judge. I'd have launched an investigation of him. You let him keep a job. I'd have fired him.
O'Leary told me out of his own mouth that he was cooperating with the feds when I told him I heard the feds were handling Rufus Taylor. It was our first and only "face to face" conversation ... ever. I'd spoken to him and Michael Cosgrove over the phone when I was investigating how they handled a complaint and were fucking with someone in Gordon Square for Matt Zone and Jeff Ramsey at the Detroit Shoreway Corporation over some shit Adam Rosen started. Virginia Barson, who inherited her family's Pioneer Savings & Loan, was involved. Cosgrove is another one who'd be under an "internal" investigation. Notice I'm not shy about naming names. It's all very well-documented.
Now I know O'Leary didn't tell you and you know how I know it. The look on your face when you learned and your own words were confirmation that you didn't know an employee or employees were corrupting your administration's ability to deliver the services the charter, ordinances, state and federal laws required you all to deliver; and that you'd been administered an oath of office to deliver.
I'm a former mayor so you know that shit pisses me off. You're trying to clean up your government and operate with a measure of "legal compliance and efficiency." You've got an employee harassing contractors for extra money to perform the legal duties of the public jobs he holds; and you've got a supervisor who's a lawyer who should know the laws they all needed to obey and enforce. But yet for over a year, maybe longer, the lawyer who knew law managed a law breaking work force.
Proof of O'Leary's management incompetence, complete lack of oversight and inability to ensure he and his employees obey and enforce the city's charter, ordinances, as well as state and federal laws in dealing with demolition funds and contractors, is the fact that his department was and is still being investigated by federal authorities. He operated with "zero" internal controls if Taylor could hound contractors for money to perform duties he and Damian Borowski were withholding from them under his nose. And it wasn't just those two inspectors refusing to perform official acts until they were paid. It was Thomas Vanover, not O'Leary, who disciplined Taylor for not disciplining his duty-refusing subordinates.
The idea of a department head as incompetent as O'Leary now holding elected office as a judge charged with the duties to obey and enforce all laws, when there is evidence he was "derelict" in the performance of mandatory duties in the building department, is offensive. The fact he's an attorney who knew or should have known he had an employee committing crimes against "the organization" is a "disciplinary rule" violation.
O'Leary should have reported Taylor's criminal misconduct to the highest authority in the city with the ability to stop it; instead of mismanaging him in a way that allowed it. The highest authority was you, Frank.
Taylor's conduct, and that of the other derelict employees, hurt the citizens and contractors who used the completely out-of-compliant department O'Leary oversaw. I personally think a complaint should be filed against O'Leary with the Supreme court's disciplinary counsel.
Every employee's email is stored on the city's server. If council investigated anything they should review the email of every employee in the department for the years Taylor was accused of refusing to perform official acts until he was paid extra money. When I published Cleveland Challenger during Jane Campbell's years as mayor. I asked for all she'd sent and received. I still think about the one Chris Ronayne sent to her about her feet. He "fawned" over her.
Email tell a lot and the employees can't delete them. In fact it's unlawful for an employee to delete an email as a public record. Council should review this department's email like Congress reviewed Hillary Clinton's. The email will reveal how the employees are communicating with each other and the public; if at all.
Demolition contractors will tell you when we started doing a lot of demolition work I sat in the bid opening meetings and opened the bids. I asked the contractors in front of the employees if any employee working for me had asked them for a thing of value. I asked the employees if they had been offered a thing of value in exchange for some consideration by a contractor. I told them all that if I learned a thing of value had been exchanged between them, I was going to have their asses arrested and jailed. One contractor told me it was the most fair process he'd ever participated in. This shit is not difficult. The mayor has to set the example.
Frank. Your building, housing and community development departments are a mess. Backlogs in processing permits. Sham processes between employees and property owners who's homes they're taking and demolishing. Side deals between employees and council members. Side deals between council members and developers who use employees. Those departments are criminal enterprises even today. But don't worry. Kevin Kelley will never approve an investigation for a council whose members thinking two nights in a tent is a public duty.
O'Leary called me a liar. Said he never talked to me. Bullshit. But I will retort by calling him an incompetent who shouldn't be an attorney or a judge.
