Police say efforts have reduced shootings in four Cleveland neighborhoods

CLEVELAND, Ohio — Area law enforcement agencies have spent the past year zeroing in on surges of gun violence in Cleveland, and significantly reduced the number of shootings in many of the neighborhoods. Cleveland Police Commander Gary Gingell, who coordinated the local, state and federal effort, reported at a Tuesday news conference that the operations resulted in the recovery of nearly 60 illegal guns and hundreds of arrests.

Certain neighborhoods have guns taken away for safety

Does it appear that there is  a discrepancy here:  in one neighborhood guns are taken away by authorities and the neighborhood becomes "safer",  while in other neighborhoods it is claimed that the addition of guns will make those neighborhood safer.  

In the communities where guns are removed, those guns are "illegal" guns - 

In the communities where guns are being added, those guns are "legal" guns - duly registered.

Are there factors, such as race, which influence the distribution of guns?   Is  the second amendment exercised discrepantly between communities?

Will arming school kids so that they can "take out" the kid that had a grudge and a weapon to show it make the schools safer? Just asking.
